Best way to go about it is assigning variables to your themes style.css
Then in that Menu Block, you simply add your appropriate tags and classes to the code to display the settings listed on the style.css

The style would be added to your themes style.css ....so whatever theme your using, your still going to have to edit each theme you want to use the block to...
If you PM me a download link for your block..i can modify it to operate from a style.css for you!
